Frederick C. Dubee(杜暉賢)出生于加拿大魁北克省蒙特利爾市，曾先后在加拿大、瑞士、愛爾蘭、英國(guó)和奧地利接受教育。1968年，他加入一家汽車公司，開始了他三十多年的在汽車行業(yè)的職業(yè)生涯。Dubee先生在汽車市場(chǎng)營(yíng)銷、戰(zhàn)略規(guī)劃、管理培訓(xùn)和跨文化團(tuán)隊(duì)建設(shè)方面勇于創(chuàng)新、頗有建樹，足跡遍布北美、南美、歐洲和亞洲國(guó)家。他曾參與或領(lǐng)導(dǎo)了許多重大項(xiàng)目，在國(guó)際汽車工業(yè)享有較高的聲譽(yù)。
2000年初，Dubee先生受命于聯(lián)合國(guó)安南秘書長(zhǎng)，作為聯(lián)合國(guó)秘書長(zhǎng)辦公廳高級(jí)官員加入當(dāng)年10月新組建的辦公廳全球契約辦公室，分管聯(lián)合國(guó)秘書處同企業(yè)、智庫(kù)、勞工和環(huán)保組織等聯(lián)絡(luò)工作。過(guò)去幾年，他頻繁應(yīng)邀訪問(wèn)中國(guó)、印度、日本、中東和歐洲國(guó)家，代表聯(lián)合國(guó)秘書長(zhǎng)辦公廳和全球契約辦公室出席各種會(huì)議和發(fā)表演講，多次與各國(guó)政要、公司高層主管探討有關(guān)全球契約及其倡導(dǎo)的十項(xiàng)原則。在他的領(lǐng)導(dǎo)和努力下，由安南秘書長(zhǎng)倡導(dǎo)，并在聯(lián)合國(guó)首腦會(huì)議上獲得各國(guó)政府背書的全球契約及其十項(xiàng)倡議得到了極大的發(fā)展。
在中國(guó)，和諧社會(huì)、可持續(xù)發(fā)展和消除貧困都是政府所積極倡導(dǎo)的議題。在這一過(guò)程中，公司所起到的作用必將越來(lái)越大。鑒于中國(guó)在全球舞臺(tái)上的重要地位，聯(lián)合國(guó)秘書長(zhǎng)辦公廳委派Dubee先生全權(quán)負(fù)責(zé)所有涉華業(yè)務(wù)，以及聯(lián)合國(guó)全球契約在華的推廣工作，旨在加強(qiáng)聯(lián)合國(guó)秘書長(zhǎng)辦公廳及全球契約項(xiàng)目與中國(guó)政府機(jī)構(gòu)、公司企業(yè)、工商和民間團(tuán)體及學(xué)術(shù)機(jī)構(gòu)的交流與合作，從而促進(jìn)中國(guó)實(shí)現(xiàn)小康社會(huì)、和諧社會(huì)的宏偉目標(biāo)。

Frederick C. Dubee
Born in the north of Quebec, Canada, Fred Dubee grew up in bilingual Montreal. Educated in Canada, Switzerland, Ireland, the United Kingdom and Austria, he joined the automotive industry in 1968 and built a sound track record as an effective innovator the areas of marketing, strategic planning, training and development, general management and cross cultural team building.
Three decades unevenly distributed across North and South America, Europe and Asia opened the doors to intensive learning as a team member on some fascinating projects including: heading the development and implementation of a large scale, individual needs based training approach, leading the creation of multi-stakeholder programme to successfully develop, produce and market a Brazilian vehicle for the North American market, as well as taking a key role in the creation and execution of broad partnership business and social projects.
In the spring of 2000, Fred undertook an assignment to help in the preparation of the Global Compact launch and in October 2000, he joined the United Nations as Senior Officer, Global Compact, Executive Office of the Secretary-General. In this capacity and subsequently as Senior Advisor, he has presented and discussed the Global Compact with senior leaders from government, business, civil society, labour and the academic community at meetings, conferences and symposia . In the past years, China, India, Japan and the Middle East have been his prime geographic areas of focus. Concentrating on the development of harmonious society, sustainability and poverty alleviation, the role of business in overcoming structural violence has become a main area of concern. The United Nations has specifically entrusted Fred Dubee with supporting the Chinese government, labour, civil society and business organizations as well as the academic community as they explore the Global Compact and its relevance in the overall effort to reach the goals of Xiaokang and the development of a harmonious society
