-GovernanceInitiativeProject),?and intends to apply a portion of this loan toeligiblepayment under this assignment.Inpuorgto makeE-Governanceapplications in Uttaranchal data driven, based on theverified dataand needs of the Citizens, enable sharing of databetweendepartments, ensuring better architecture and easymaintenance of EGov applications being developed, as well as toreach out to thecitizens GoUA intends to create a citizen databasethrough aMultipurpose Household Survey in 63 Urban entitiescoveringapproximately 4.5 lakh households. Uttaranchal has alreadycreatedan Integrated, Single Sign-on, Bilingual, 3-tier/N-tier,OpenStandards Portal for interaction with the citizens.TheProjectDirector, PMU, e-Governance, GoUA now invites eligiblecompanies toindicate their interest in providing the servicescovering theactivities listed below:· Application Softwaredevelopment tocapture and validate the data.· Gathering of citizendata through ahouse-to-house survey as per survey format providedby GoUA·Capture property photographs (both residential andcommercial).·Key department data pretion and correlation with thecitizendatabase.· Digitization and validation of the citizeninformationcollected in the house-to-house survey.· Capture ofcitizenphotograph and biometrics impression of household mrs,scanning ofall the supporting documents and linking these detailsto thecitizen along with the residential/commercialpropertyphotographs.Interested companies must provideinformation(brochures, detion of similar assignments, experience insimilarconditions, availability of appropriate skill among staff,etc.),indicating that they are qualified to perform the services.Theapplicant should have proven expertise in online datacollection,digitization and validation of textual, photographic andbiometricdata of citizens on a large scale in India as well asexpertise inthe activities listed above. Companies which have CMM3or ISO 9000prequalification would be given preference. Theapplicant should bein possession of sufficient equipment tocomplete this activitywithin 180 days. Familiarity with the localconditions inUttaranchal will be an added advantage.Selection willbe inaccordance with the procedures set out in the WorldBank抯Guidelines: Selection and Employment of Consultants by WorldBankBorrowers, May 2004.After a review of the letters/expressionofinterest, a short list will be prepared and only a limitednumberof companies will be invited, through letter of invitation bythePMU with detailed and specific Terms of Reference (ToR), tosubmitcomprehensive proposals.The draft survey form and list oftowns canbe requested via email to the projectcoordinator.Expression ofinterest must be delivered to the addressbelow (along with a softcopy), by no later than 1700 hours on 1June 2005.
