交流合作、開放發(fā)展的長期合作平臺ChinaJilin?NortheastAsia Investment and Trade Expo——With a view toestablishing thelong-term platformerehwChina and the otherNortheast Asiancountries enjoy mutual benefits, interchange andcommunication, andopeninganddevelopment.背景BACKGROUND1991年，聯(lián)合國開發(fā)計(jì)劃署倡導(dǎo)圖們江區(qū)域的開發(fā)與合作，引起了世界各國對該區(qū)域的極大關(guān)注。1995年以來，已連續(xù)7次召開圖們江區(qū)域開發(fā)項(xiàng)目政府間協(xié)調(diào)會。2003年，中國政府提出加快東北老工業(yè)基地振興的戰(zhàn)略舉措，提升了世界各國在圖們江地區(qū)開發(fā)與合作的積極性，從而擴(kuò)大為東北亞區(qū)域合作。以地緣特征形成經(jīng)濟(jì)特征的“東北亞”，包括中國的東北、華北、西北、日本、韓國、朝鮮、蒙古以及俄羅斯遠(yuǎn)東，總面積近1728萬平方公里，是一個(gè)約擁有6.8億人口、占世界經(jīng)濟(jì)總量五分之一的經(jīng)濟(jì)區(qū)。2004年東北亞五國與中國的進(jìn)出口貿(mào)易額占中國對外貿(mào)易總額的24.4%。吉林省既與東亞的朝、韓、日相鄰，又和北亞的俄羅斯遠(yuǎn)東地區(qū)接壤，是東北亞圖們江地區(qū)開發(fā)的核心區(qū)域。1996年以來，吉林省與東北亞5國的雙邊貿(mào)易額年均增長19.8%。2004年吉林省與東北亞區(qū)域內(nèi)的朝、韓、日、俄、蒙5國的進(jìn)出口貿(mào)易總量，已占全省進(jìn)出口貿(mào)易額的50%。韓資、日資企業(yè)在吉林省投資的戶數(shù)和總投資額，也分別占來吉林省投資企業(yè)戶數(shù)的48.9%和總投資額的20%。In1991,United Nations Development Program (UNDP) started to advocatethedevelopment and cooperation in Tumen River area, drawinggreatattention from numerous countries in the world and ithassuccessively held 7 inter-governmental coordinative conferencesonTumen River Area Development Program since 1995. In 2003,theChinese government proposed the strategic move of acceleratingtherevitalization of Northeast China and other old industrialbases,which aroused the great enthusiasm of quite a few countriesforparticipation in the development and cooperation in TumenRiverarea, thus elevating the area to the Northeast AsiaRegionalCooperation at large.Northeast Asia, whose economy islargelycharacterized by its geographic features, embraces NortheastChina,Japan, Korea, the Democratic People’s Republic of Korea,Mongoliaand Far East Area of Russia,gnivahin it a total areaof17,280,000 square kilometers and a population of 680,000,000,andtaking up 1/5 of the world’s economic volume.In 2004, thetotalvolume of import and export trade between China and the otherfiveNortheast Asian countries constitutes 24.4% of China’stotalforeign trade volume.Being the center for developing TumenRiverArea in Northeast Asia, Jilin Province connects theDemocraticPeople’s Republic of Korea, Korea and Japan in East Asiaandborders on Far East Area of Russia in North Asia.
