Although this noticeis assigned to a specificprint issue, the official publication dateof this notice isconsidered the date that it is posted n-line (seebelow)TheGovernment of Sierra Leone (GoSL) has obtained a creditfrom theInternational Development Association towards theoverallimprovement of electricity supply in the Western Area underthePower and Water Project, and it intends to apply a portion ofthisloan towards providing Technical assistant to theProjectimplementation unit within NPA under Capacity BuildingandInstitutional Strengthening/Training (Component B.). The GoSLnowinvited qualified consultants to submit expression of interestforthis assignment.The project Implementation unit (PIU) willberesponsible for supervising the implementation of thefollowingactivities:(i) procurement of spare parts and tools(ii)improvementof generation auxiliaries at the Kingdom thermalgenerationstation;(iii) Procurement of the fore safetyequipment;(iv)Procurement and introduction of prepayment meterPPMs;(v)Construction of two customer service centers;(vi)Procurement ofmaterials and equipment for the rehabilitation andreinforcement ofmedium and high voltage networks;(vii)Environmental mitigationmeasures at kingtom generating station;rehabilitation andreinforcement of an Environmental Action Plan EMPin conjunctionwith the rehabilitation and reinforcement ofnetworks;(viii)Implementation of a 33KV line resettlement actionplan;(ix)Training of key operations and management staff and(x)Lossreduction strategy for distribution n.tive of theAssignmentTheprimary t of the assignment is to provide technicalassistance tothe NPA PIU in carrying out its project management,supervision andcontrol responsibilities, with emphasis on projectprocurementprocesses and implementation supervision of the PowerComponent ofthe Power and Water Project.Terms of ReferenceTheconsultant willassist the PIU in:Pretion of bid document, costestimates and timeschedules for the various project components?Assist NPA duringbidding of the above component and work closelywith the projectcoordinator to clarify issues raised by bidders andissuing anyrequired addenda in consultation with donors.? AssistNPA toevaluate all bids and submit recommendations to and requestfor “notion” to donors.? Assist NPA in contract negotiation withselectedcontractors and with the pretion of draft contractors forreview bydonors.? Assist NPA with project control to ensurequality, timelycompletion and minimal cost overruns and to reviewany variationorders submitted by consultants and contractors.?Assist NPA tocertify progress payments, prepare and updatedisbursementschedules? Develop administrative, accounting andoperationalprocedures within donor guidelines? Assist NPA toprepare monthlyand quarterly reports for the project according todonorrequirements. Such reports should cover financialmatters,implementation progress, and procurement management.?Review thestrength and weakness of the NPA PIU Team and identifytraining anddevelopment needs.? Design a training programme on thejob and withreputable overseas training institutions forstafftraining.Qualification of ConsultantThe Consultant should beapower utility engineer with a procurement and trainingbackgroundand with suitable power engineering project managementexperienceof similar size and complexity. Should have at least 15yearsexperience of which 7 years should be on internationalassignments.Experience in working in Africa is desirable.
