　　ICC pays special attention to local economic development, taking advantage of all international and domestic channels and information resources to assist local governments in improving their investment environment, participating in international exchanges, building a platform to attract overseas investments and upgrading the cities' images. In addition, ICC makes strong efforts to explore the international market for local enterprises. Up to now, ICC has signed the Framework Agreements with cities including Hangzhou, Chengdu, Changchun, Tonghua, Baoding, etc., and has created a system to serve the local governments.

　　The system aims at improving the following aspects to the local municipalities: investment environment, attractiveness, government administration skills, enterprises management skills, government electronic services with adoption of the Cities' Comprehensive Management System and cities' brand names. It also helps advancing cities' internationalization process, urging local cities to actively participate and organize international conferences, and promoting the cities' process of attracting overseas investments as well as financing and IPO for local enterprises, etc.
